As a program of Operation Lifeline Inc., we focus on building stability through homeownership—especially for veterans, essential workers, and long-time residents.

By keeping the land in trust, we remove it from the speculative market and guarantee long-term affordability—forever.

 Two Models, One Mission

How the Community Land Trust Homeownership Model Works

​At the heart of our homeownership program is a simple idea: land stays in trust, homes stay attainable. The Northeast Florida Community Land Trust (NEFCLT), a program of Operation Lifeline Inc., keeps ownership of the land and sells the home sitting on it to an income-qualified buyer. This unique structure ensures that the home remains affordable—not just for the first buyer, but for every family after them.

For the Homeowner

  • You own the home. The home is yours to live in, improve, and take pride in.

  • The land stays in trust. NEFCLT retains ownership of the land and grants you a 99-year renewable ground lease that guarantees long-term stability and security.

  • Lower purchase price. Because you are not purchasing the land, your upfront costs and monthly payments are significantly reduced.

  • Build equity. Over time, you gain equity in your home through mortgage pay-down and the value of improvements you make. When you decide to sell, you keep a share of the increased value under a resale formula designed to preserve affordability for the next buyer.

  • Tax benefits. In Florida, land owned by nonprofits and leased long-term for affordable housing is exempt from property taxes under Florida Statute §196.1978. This tax exemption helps keep your housing costs lower.

For the Community

  • Permanently attainable housing. Homes in the trust cannot be flipped into luxury rentals or lost to speculation—they remain affordable for generations.

  • Neighborhood stability. This model protects the character and diversity of our community by keeping families in the neighborhoods they love.

  • Responsible stewardship. NEFCLT oversees the long-term use of the land, ensuring upkeep, responsible ownership, and alignment with community values.
